Finn Balor became the first ever Universal Champion of the WWE when he defeated Rollins at SummerSlam 2016.
He was injured in the match and after giving his championship back to the WWE, he never received a re-match until Reigns defended his championship against him.
In recent months, WWE is involving him in meaningless feuds and storylines and he needs the Universal Championship to regain all the momentum he lost.

They are already scheduled to face each other at Hell In A Cell but rumours are indicating that Roman Reigns will retain his championship.
Fans are eagerly waiting for Strowman to win the Universal Title and HIAC will be a good place for that.
Last week on Raw, he turned heel against his tag team partner Reigns in a match where they were facing Dolph Ziggler and Drew McIntyre. Even after turning on Reigns, fans were still cheering for Strowman.
WWE needs to listen to the fans and do what they want. Strowman has all the capabilities to become a successful Universal Champion.
